Determining the Length Using Measuring Tools

Students need to determine the length to the nearest inch, foot, or yard on a ruler, yardstick, or measuring tape, and to the nearest centimeter or meter when measuring with a ruler, meter stick, or measuring tape. 

Example

Jack and Jill both measured a new pencil with their centimeter ruler. Jack said it was about 17 centimeters long while Jill said it was 18 centimeters long. Who was correct and how do you know?
